No jailbreak needed!
If your device is not jailbroken, you will need a digital signing identity from Apple's iOS Developer Program. On the other hand, jailbroken devices don't require app signatures and in this case no signing identity is required.

Prerequisites:
Any non-archaic Windows version will do (XP, 2003, Vista, 2008, 7, 8, 8.1)
One-time access to Mac OS/X to grab a couple files to complete the setup (simple instructions are given, as well as assistant scripts, on how to deploy the necessary files from the Mac side to the Windows side of your computer).
